Margarethe has…a lot of complicated feelings about Garrus in ME2.  They became fairly close on the SR1, with a little bit of awe on Garrus’s part, and Margarethe happy to have someone that shared similar ideals and tactics on board.  When she finds out he’s the infamous Archangel, though, she’s a little taken aback. A friendly and familiar face is welcome, and she’s happy to see her friend, but whatever excitement she feels is quickly deflated by the realization of the mess he’s gotten in.  
She can see how he feels he came here to do good, but all she sees is the results of a privileged kid who thinks he knows whats what storming into a situation and a community he doesn’t understand and getting himself backed into a corner.  He may have thought he was making a difference, and Meg has no doubt that he has to a degree - but she also knows that in a few years no one here will even remember his name, and life will go on as usual.  And she feels a definite twinge of guilt at the knowledge that she may have encouraged this, to an extent, with her counseling of ‘shoot first’ and constant scorning of red tape and Citadel bureaucrats.  It’s not a good feeling.
